Why does the NBA allow people like chris anderson to have all those tattoos/?

Well they can't tear off his skin. I personally don't really care for too many tats, but it makes him more of an individual like Dennis Rodman. Both of them are fan favorites. They league controls too many things now, like the dress code. I'm all for individuality
