Is this weird that my manager said this to me?

it was summertime at work and after the store is closed the place gets reallyy hot cuz the air conditioning shuts off, i wasnt thinking about after work, and i was wearing a white tank top over a black bra and my manaer who is 34 walked in and i said (im 17) i dont mena to offend you, but its hot as balls in here and he said offened me, ur the one not wearing any clothes...then when we were bending over beside eachother putting things away i kept seeing him glipsing over at my boobs, then finally he said i dont want you to think im oggling you or whatever but its hard not to look when there out like that. IS THAT WEIRD?
