Why do Libs and Cons read "Congress shall make no law respecting an establishment of religion" so differently?

Does forcing scores of millions of school children to recite a tacit prayer to the xtian "god" every morning before class constitute an "establishment" (at risk of bullying and ridicule, if they don't "toe the xtian line")? I believe it does...
